The iDevice Manager is a type of iTunes replacement software which aims to replace and improve some of the functionality offered by the official iTunes program on Windows. While iTunes is relatively buggy and bogged down, iDevice Manager manages to add a bunch of extra functionality, though it does rely heavily on iTunes, which is required in order for this software to function.
While there are several different programs available which can add and remove music and video from iPods, iPhones and iPads, iDevice Manager adds extra functionality by giving you the power to synchronize SMS messages and access email messages directly from your phone. iDevice Manager also gives you access to the root filesystem, which is extremely handy when you know what you're doing.
Version 11.3.4.0 is a freeware program which does not have restrictions and it's free so it doesn't cost anything.
