Ventrilo is a VoIP and messenger utility to communicate with your voice or text over a peer-to-peer network which the user has control over.
The application includes several different types of effects which allow the user to use the program as a kind-of novelty program. It also has a TTS voice which lets you know when people are connecting or disconnecting to/from the server.
The program interface invites the user to configure many of the options and features of the program.
Version 3.0.8 is a freeware program which does not have restrictions and it's free so it doesn't cost anything.
