SRT Translator is a free and open source translation program which was designed to work specifically with SRT subtitle files.
As a java-based program, it is a cross-platform application which just requires Java Virtual Machine to be installed. With that said, it may not be the fastest program on a Windows PC but it does offer some good functionality.
As SRT Translator is powered by Google Translate, it is able to handle many different languages.
Version 6.0 is a freeware program which does not have restrictions and it's free so it doesn't cost anything.
