MB-Ruler is a handy application, especially if you create your own "off" art photos like doctoring existing images.
No matter what window is opened, the protractor stays on top. It doesn't take over a screen. It can be moved anywhere on the desktop and rotated any number of degrees left or right.
Version 5.3 is a freeware program which does not have restrictions and it's free so it doesn't cost anything.
