IconX by Stardock is a lovely desktop and desktop icon management tool. It allows you to arrange your icons anyway you want. It can organize icons the way you'd like them and can also add special effects such as shadows to your icons. Another cool visual effect of IconX running on Windows is the hovering effect you can get which increases the size of the icon when the cursor passes over it.

Overall, this desktop enhancement tool can add a lot of cool visual effects to your desktop and they can also be arranged nicely. Another good touch that IconX adds is the ability to change any icon on your desktop simply with a PNG image of your choice.
