Smart Call Manager for Symbian is a Mobile Phone Tool which is quite comprehensive and handles several tasks like handling and monitoring incoming and outgoing calls, setting it up as a answering machine/voicemail service and creating audio messages for automatic calling and you can setup default actions if you can't answer your phone within a specified period of time. The author calls it 'a personal secretary'.

Call manager also supports several languages.
